This is an integrated, LGR programme opportunity. As a result, this position is only available to applicants who already work for Surrey County Council or one of Surrey’s 11 Borough & District councils. The starting salary for this role is £47,142 per annum, based on a 36 working hour week.
Within our Adult Social Care Business Systems and Digital team, we have two vacancies for LGR Implementation Leads, which are offered as fixed term contracts to end March 2027. For SCC permanent team members, this role will be a secondment.
These roles will work as part of our team to support the Devolution & Local Government Reorganisation programme - the largest change to the local government landscape in 50 years.

About Us
The ASC Business Systems and Digital Team ensures Adult Social Care systems are reliable, efficient and support frontline staff to record high quality information. The team manages core case, finance and market systems and uses technology to improve how residents are supported. During local government reorganisation, the team will play a key role in transitioning systems to new authorities while maintaining business as usual.
About the Role
As an ASC LGR Systems Implementation Lead, you will manage and deliver key work packages that support the safe and legal transition to two new authorities, working with teams at pace to deliver implementation plans for safe and legal IT systems across five work packages.
The role involves leading working groups by planning and delivering tasks that keep work packages on track, alongside overseeing IT system implementations through clear planning, documentation and guidance. This includes managing cut over and go live activity and ensuring that testing frameworks for system access and permissions are effective.
Acting as a key link between the directorate and technical teams, the postholder ensures statutory compliance is maintained during transitions. They keep reporting teams informed of timelines and changes so that reporting continues uninterrupted, while supporting staff across the directorate to prepare for system changes by working closely with trainers, managers and communications teams.
What We're Looking For
In order to be considered for shortlisting, your application will clearly evidence the following skills:
- Degree qualified, or significant vocational experience demonstrating development through involvement in a series of progressively more demanding relevant work/roles.
- Experience and knowledge in large complex business systems in a social care environment (ideally System C). Experience will include the whole systems life cycle of development, configuration, testing, implementation and support.
- Experience of managing the delivery of systems change projects to a large workforce.
- An understanding of Adult Social Care legislation and key statutory reporting and compliance requirements is desirable.
- A confident and strong communicator with negotiation and influencing skills to work with multiple stakeholders across a range of different business areas with differing levels of technical knowledge.
- You will be meticulous in your attention to detail, curious when considering solutions, able to see the wider picture, flex work priorities when required and committed to delivering at pace.
